The throne was in the middle. And next to it was the empress’ seat. If she was the empress, her seat would be under the stairs.
“I want to sit closer to Your Majesty.”
The place the empress pointed with her finger was a little away from the seat of the empress, near the throne.

Then an attendant came and moved the empress’s chair so that it could fit snugly.
